The basic question being answered by verification is "Is the simulation correct with respect to its model?" This is an important question to answer first in the review process, as an incorrect model may not be useful and may not be applied to get a meaningful scientific result. In your review, there are a number of ways that you could judge whether it is correct:

Ultimately, verification consists of checking for four tests. What is the consistency of the implementation of the model? Is there any theoretical justification for the model? Are physical laws applied in the model in meaningful ways? Are the fundamental assumptions in the model reasonable?
